Mission

 
The mission of the Office of Law is to provide legal representation and advice to Howard County government and its agencies in an expeditious and professional manner, to enforce effectively the civil laws of the County, and to be responsive and timely in providing quality legal services and advice.

Overview

 
The County Solicitor is nominated by the County Executive and confirmed by the County Council. The Solicitor supervises the Assistant County Solicitors and support staff.

Services provided by the Office include:

  • defending the County and its agencies, officials and employees against lawsuits in State and Federal courts
  • providing legal advice to the Executive, the Council, and all County agencies, offices, boards, and Commissions
  • reviewing legislation
  • reviewing and drafting contracts
  • providing advice regarding Maryland Public Information Act and the Open Meetings Act
  • litigating code enforcement cases
  • handling real estate transactions
  • representing the Department of Social Services in Children in Need of Assistance cases, Termination of Parental Rights cases, and Adult Guardianship cases
