A framework for guiding and prioritizing both public and private pedestrian improvements. Potential projects are prioritized on the basis of safety, level of demand, engineering feasibility, cost and other factors.

Study, planning and implementation of highway, sidewalk and pathway improvements both locally and regionally.

Agency Coordination
Howard County coordinates transportation planning efforts with the Baltimore Metropolitan Council (BMC) and the State Highway Administration (SHA). The Baltimore Regional Transportation Plan, Transportation Outlook 2030, was approved by the Regional Transportation Board in December 2004. The plan includes a Transportation Improvement Plan (TIP) that identifies specific transportation projects in the region over a five year period.

County Traffic Count Data | Database | Maps
Identify trends and needed improvements to the county road system. These data are subject to sampling and seasonal variations that reflect fluctuations in normal traffic flow. They are not intended and should not be used to substitute for the collection of traffic counts required as part of the county's development review process.


Regional Planning Initiatives
Baltimore Regional Transportation Board (BRTB): The mission of the BRTB is to provide regional transportation planning and policy making for the Baltimore region. The BRTB is a 10 member board representing seven jurisdictions in the region plus three state agencies. County Executive Ken Ulman is the chair of the board and is represented through an empowered representative from the Department of Planning and Zoning.

BRTP: Transportation Outlook 2035: A federally mandated long-range transportation plan for the Baltimore region. It serves as a multi-modal blueprint for the Baltimore area by identifying the ways the region plans to invest Federal and State funds in the transportation system over the next few decades. There are opportunities for public participation in the decisions that effect the region.

Initiatives and Studies
Baltimore Regional Rail System Plan: The final Report, prepared by the Maryland Transit Administration, recommends a rail system over the next 40 years which includes a rail line into Howard County and Columbia.

Red Line Corridor Study: The proposed Red Line, the first step toward the Regional Rail System Plan, is a 12 mile, east-west transit corridor connecting the areas of Woodlawn (the location nearest Howard County), West Baltimore, downtown Baltimore, Canton and the Johns Hopkins Bayview Medical Center Campus. The current schedule anticipates completion by 2016.
