Construction Report: Development in the county is tracked on a daily basis. This report provides monthly updates on the development process and tabulates new residential construction by unit type based on use and occupancy permits. Population is also estimated based on the number of housing units.

DMS Report: Oct. 1, 2008 - Sept. 30, 2009.
An annual report covering development activity in the county for each year and summary for the past five years.

The DMS system was put in place as part of the County's Adequate Public Facilities Act adopted in 1992. The purpose is to provide a growth management process that will enable the county to provide adequate public roads and schools in a timely manner and achieve General Plan growth objectives. The process is designed to direct growth to areas where an adequate infrastructure exists of will exist."

Manual 7.71 MB: Explains the basic concepts and requirements of the State Forest Conservation Act and resulting county regulations. Clarifies basic program goals such as priority areas within which trees should be preserved. Explains in detail the procedures to be followed at each stage of the submission and approval process. Provides guidelines and standards for implementing specifications required as part of approved plans.

General Plan 2000
The County's General Plan has historically been revised approximately every ten years (1960, 1971, 1982, 1990). Regular updates are necessary for guiding decisions related to development, land preservation, changing demographic and employment trends, neighborhood sustainability, capital projects, County services and other key issues.

The General Plan's final chapter establishes priorities, associated implementation and trends indicators, and a process for monitoring. A citizens' committee evaluates progress and works with DPZ to prepare periodic reports.

Green Neighborhoods is a voluntary program encouraging development that conserves and protects natural resources, while providing sustainable communities that are energy and water efficient.

Landscape Manual | Manual | Update 2010
The Division of Land Development is pleased to present an update for the Howard County Landscape Manual Recommended Plant Lists. The plant lists were created for the first edition of the Manual in 1993 before information was available about invasive qualities of certain recommended plants contained in those lists (Norway Maple, Bradford Pear, etc.). Additionally, diseases and pests have made some other plants undesirable (Ash, Austrian Pine, etc.). The Howard County General Plan 2000 and subsequent environmental and community planning publications such as the Route 1 and Route 40 Manuals and the Green Neighborhood Design Guidelines have promoted the desirability of using native plants in landscape plantings. Therefore, this policy seeks to update the Recommended Plant Lists by identifying invasive plant species and disease or pest ridden plants for their removal and prohibition from further planting in Howard County and to add other available native plants which have desirable characteristics for street tree or general landscape use for inclusion on the Recommended Plant Lists. Please note that a comprehensive review of the street tree and landscape tree lists were conducted for the purpose of this update, however, only minor deletions and additions were made to the shrub lists.

As part of the process for developing watershed restoration plans, information is collected about existing water quality and habitat conditions. Stream corridor assessment surveys and biological water quality monitoring have been conducted in all county's major watersheds.
