The Board makes recommendations to the County Executive on the acquisition of agricultural land preservation easements and reviews proposals concerning land subject to an agricultural land preservation easement.

As a matter of practice, the Board meets monthly at the Howard County Fairgrounds. The meetings of the Board are open to the public. The decision of the Board is determined by a majority vote (four votes) except a recommendation to acquire an easement requires five affirmative votes.

The Design Advisory Panel (DAP) reviews development, redevelopment and construction projects within the US Route 1 and Route 40 Corridors, New Town Village Centers and Downtown Columbia, and age restricted adult housing that requires a conditional use permit.

Purpose: To improve design compatibility with surrounding development, to promote revitalization, and to enhance property values, the DAP process encourages excellence in the project’s architecture and site design.

Meetings are held at 7:30 p.m. on the second and fourth Wednesdays of each month at 8930 Stanford Blvd., Columbia, MD. Applications must be received no later than 5:00 p.m. at least 20 days prior to the scheduled meeting to be placed on the agenda. Please see the calendar above for a schedule of deadlines and meeting dates.

The Application deadline for HDC consideration has changed from 15 days to 22 days prior to the meeting date effective December 16, 2009. See the schedule above for meeting dates and deadlines.

The Historic District Commission meets at 7:00 p.m. generally on the first Thursday of each month at 8930 Stanford Blvd., Columbia, MD. Applications must be received no later than 5:00 p.m. 15 days prior to the monthly meeting to be placed on the agenda.

Meeting Schedule
The Planning Board meets the 1st and 3rd Thursdays of the month. Additional meetings are added, if approved by the Board. Added meetings will be posted here on this site. For detailed meeting information, please refer to the Planning Board Agenda using the link below. Meetings begin at 7 pm unless otherwise posted and conclude at 10:30 pm. Additional inquiries may be made to the Recording Secretary (please see link above).

Testimony | Procedures for Testifying
Besides testifying at a public hearing or meeting, citizens may submit testimony via email at planningboard@howardcountymd.gov or fax at 410-313-3042 or by mailing it to Planning Board c/o Department of Planning and Zoning, 3430 Courthouse Road, Ellicott City, MD 21043. Please be certain to include the case number with your testimony.

The Public Transportation Board advises the County Executive and County Administration on transportation matters, particularly the County’s local bus system, Howard Transit. The Public Transportation Board holds meetings on the fourth Tuesday of the month at 7:00 p.m. in the Tyson Room of the George Howard Building, Ellicott City, Maryland 21043, unless otherwise indicated. PUBLIC TRANSPORTATION BOARD PUBLIC MEETING - June 22, 2010

The Public Transportation Board will be holding a Public Meeting on Tuesday, June 22, 2010 at 7:00 p.m. in the Tyson Room in the Ascend One Building, 8930 Stanford Boulevard, Columbia Maryland regarding changes to Howard Transit and HT Ride services. The Board will accept public comment at the Public Meeting with regard to Proposed Service and Fare Changes for the Howard Transit bus systems related to the FY 2011 budget proposal.

The proposed service and fare changes include:

  • Eliminate Fixed Route Service on the Yellow Express Route
  • Eliminate Fixed Route Service on the Red Express Route
  • Eliminate Fixed Route Service on the Blue Route
  • Eliminate Sunday service for both Fixed Route and Paratransit systems
  • Increase Fixed Route Fare from $1.50 to $2.00
  • Increase Fixed Route Reduced Fare from $0.50 to $1.00
  • Change Paratransit Fare to $2.50 for all passengers

The June 22nd meeting is a second meeting following the public hearing on May 25th. The record will remain open for public comment until June 25, 2010. Please send comments to:
