Council District Three News and Information

District 3 is comprised of Allview/Arrowhead, Kings Contrivance, Owen Brown, North Laurel, Savage, Guilford and portions of Jessup.

In our ongoing effort to keep residents informed, we will be using this site to share specifics about developing issues, neighborhood events and hopefully, useful information. COUNTY BUDGET FOR FISCAL YEAR 2011

The County Executive will finalize his proposed budget and submit it to the County Council in early April. He will hold a final hearing on the draft budget for FY2011 on Monday, March 22. The following links may be useful for you if you plan to testify at that hearing.

Below is a partial list of projects located in District 3 that I thought you might find helpful.

B3855: Guilford Road/CSX Bridge – reconstruction of the existing two-lane bridge on Guilford Road.

C0285: US 1 Corridor Revitalization – to plan, design & implement a series of streetscape, pedestrian, bicycle and public green space improvements on public property.

C0286: Bus Stop Improvement – allocate funds for planning and engineering the Broken Land Parkway pathway.

C0304: North Laurel Park Community Center – to implement construction on the North Laurel Community Center in North Laurel Park.

C0318: MARC Station Garage – to fund the construction of a public parking garage adjacent to the MARC Savage Commuter Rail Station.

D1140: Pine Tree/Glen Court Storm Drain System – a project for the design and construction of a storm drain system along Pine Tree Road, Glen Court and Guilford Road.

D1143: Naylor Avenue Drainage – a project to design and construct storm drain improvements along Naylor Avenue and Robinson Boulevard from Gross Avenue to All Saints Road.

D1150: High Ridge Drainage – design and construct storm drain improvements in the High Ridge area including, but not limited to: Naylor Avenue, Hughes Avenue, Robinson Boulevard, Gross Avenue, Bryant Avenue, Grant Avenue and Lyon Avenue.

D1156: Madison Avenue Culvert Replacement – replacement of the existing twin 42-inch corrugated metal pipes that are failing.

D1159: Stormwater Management Facility Reconstruction - a county-wide capital project which includes the design and construction of a dam repair adjacent to Sweet Hours Way.

D1160: Stormwater Management Retrofits – a county-wide capital project which includes the design and construction of retrofit for stormwater management facilities and water quality management. One site included in the project is at Atholton Park .

E0980: Systemic Renovations – improvements and installation at various school sites, including: Hammond Elementary School/Hammond Middle School – construction documents are in progress. Phase I construction to commence June 2010; Phase II construction to commence in 2011.

Bollman Bridge Elementary School - architect selection by HCPSS is in progress. Phase I construction to commence June 2011; Phase II construction to commence in 2012.

E0989: Barrier Free Projects – installation of features that provide more accessibility in school facilities. Equipment request represents furnishing and fixtures for schools including Guilford Elementary School, which is scheduled to have modifications made to the Health Suite.

E0990: Playground Equipment – improvements & installation of playground equipment at various school sites, including Guilford Elementary School (for grades 1-3).

E0994: Roofing Program – reroofing for various schools including design & construction of repairs, old roof removal, new flashing & drains, installation of a new roofing structure & materials.

Atholton High School is scheduled for Phase III construction during the summer 2010.

The Cradlerock School is included in this program, however, no additional information for that portion of the project are available at this time.

E1019: Hammond High School Dance Studio – a project to build dance studio/performing arts space at Hammond High School.

F5971: New Savage Fire Station – design & construction of a new 33,000 square foot fire station.

J4157: Minstrel Way Extended – design & construction of an extension of Minstrel Way from Snowden River Parkway to Gerwig Lane. This will include approximately 600 feet of new roadway with associated drainage and landscape work.

J4207: Oakland Mills Road Improvements – a project to improve Oakland Mills Road from Guilford Road northward to Carters Lane. The improvements include sidewalks and drainage.

J4214: Guilford Road at Vollmerhausen Road Improvements – to design and construct improvements to the intersection of Guilford Road at Vollmerhausen Road and along Guilford Road to the west towards Carroll Heights Avenue.

J4222: Snowden River Parkway Widening – this project is for the portion of Snowden River Parkway from Broken Land Parkway to Oakland Mills Road. It includes adding a third lane and sidewalks.

S6232: Sewer Corrosion Correction Program – a project to televise sewer pipes and inspect them for corrosion. The sites for this county-wide project include North Laurel Park along North Laurel Road, Cissel Avenue and Linville Avenue, and Savage Mill.

S6273: Little Patuxent Interceptor Improvements – a project to reline and repair 10.5 miles of the original Little Patuxent Interceptor from the Water Reclamation Plant to MD Route 108.

T7104: Developer/County Signals – to facilitate the design, construction and modification of traffic signals and appurtenances where warranted. The sites include: Gorman Road at Stephens Road (construction is planned for spring 2010), Columbia Gateway Drive at Robert Fulton Drive (signal modification construction to begin spring 2010) and Stephens Road at Sterling Drive/North Laurel Road (design completed; construction date is pending).

W8265: US 29/Broken Land Parkway 30” Water Main – replacement of 1,000 linear feet of a 30” diameter water main in the vicinity of US 29 and Broken Lane Parkway.

GOOD NEWS FOR HOWARD COUNTY PROM ATTENDEES

The County has announced that it will award all 12 high school’s Parent Teacher Student Associations (PTSA) grants of $2,000 from the Drug Asset Forfeiture fund to use at each school’s “Project Safe and After Prom” party this spring. The money from this fund will be used to pay for facility rental, food and refreshments, and/or entertainment at each school’s “Project Safe and After Prom” party.

Since the mid-90’s, various high schools throughout Howard County have been hosting after prom parties. It wasn’t until the early 2000s, that the PTA Council of Howard County formalized these efforts with the Project Safe and After Prom committee. Since this time, after prom parties have experienced a surge in popularity and thus an increase in cost. Although high school PTSAs spend most of the year raising money for the party, paying for these events has become a growing challenge. As a result, the County was approached by a number of parents this past year seeking financial assistance to host this spring’s after prom events. Upon listening to their concerns and after careful consideration, the County realized the Drug Asset Forfeiture Fund would be a good fit.

“This announcement is about prioritizing two of our most fundamental resources: public safety and education,” said County Executive Ulman. “Project Safe and After Prom allows our PTSAs to utilize education and prevention to show today’s youth how to have fun and be responsible at the same time by eliminating the dangers of drugs and alcohol.”

“These after prom events are key to keeping our teens safe during the prom season when statistics show traffic deaths among teens are higher than any other time of year,” said Police Chief McMahon. “This grant will allow us to better protect our kids on a night when we know students are out and may be tempted by the dangers of drugs and alcohol.”

The “Project Safe and After Prom” program focuses on promoting healthy and safe teen behaviors through resources and activities. In addition, the program advocates for and assists the efforts of high school PTAs in coordinating alcohol-free and drug-free after prom events. Such events provide a safe alternative to the private after prom parties where peer pressure often encourages underage drinking, drugs, and unhealthy and dangerous teen behaviors. Since the program’s formalization, after prom events have become a staple to the prom night experience. In 2009, 64% of Howard County high school students attended these after prom parties, an increase of 24% from 2005 when around 40% of students attended an after prom program event.

As part of the Howard County Police Department’s drug enforcement activities, the Department has the ability to confiscate property and assets used in violation of State controlled substances laws. The County can then either retain the cash or sell a tangible item and retain the proceeds from that sale. These monies are then directed to a County controlled Drug Asset Forfeiture fund.

KEEPING INFORMED: VIDEO STREAMING AND WEB-BASED DEVELOPMENT TRACKING TOOL

Part of our initiative to make the county government more accessible to the community and to create more public input options. We began with the Public Engagement in Land Use Task Force and we received a number of good recommendations from them that we continue to implement. For example, we have revised the website for proposed development plans to be more user-friendly. We have expanded the use of electronic sign up for testimony to the Council. We have established a response message to those who choose to email their comments to us using the Council Mail e-mail councilmail@howardcountymd.gov.

A really exciting and convenient feature is the video streaming technology that enables the public to view County Council public hearings and legislative sessions through the Internet. The Council sessions will be available either live or on demand, at the viewer’s convenience, from the “webcast” link on the homepage.

Web Based Development Tracking Tool: The Department of Planning and Zoning has an improved web-based tool that will make it easier to track development projects in Howard County. The new system was created in partnership with the County’s Department of Technology and Communications, and designed to be more user-friendly.

Highlights of this enhanced technology are:

  • Improved imagery and mapping capabilities
  • Comprehensive development activity data
  • Scanned images of completed plans
  • Staff contact information for each development project
  • data for current and previous (up to the year 2000) development activity, including: pre-submission community meetings, hearings, development plans and waiver petitions

“We’ve been working on making it easier for residents to find out what development projects are happening in their neighborhood and throughout the county,” said Jennifer Terrasa, Vice Chair of the Howard County Council. “I think they will be pleased with the improvements we have made.”
