COMMUNITY SERVICE PARTNERSHIPS PROGRAM

Howard County Government, through the Department of Citizen Services, offers grants to nonprofit human service providers through the Community Service Partnerships (CSP) program.

To be eligible for funding, an agency must:

  • Be a nonprofit organization with 501(c)(3) or 501(c)(4) IRS tax exempt status
  • Be seeking funding for services offered within Howard County
  • Conform with federal, state and local housing and human rights laws
  • Provide a service that addresses one or more of the result areas in the Howard County Human Services Master Plan available at: www.howardcountymd.gov/CitizenServices

Evaluation of Grant Applications:

A Grant Review Committee evaluates all applications received by the Department of Citizen Services for CSP funding. The review committee includes members of the community and County Government subject matter experts.

Q. How may I apply?

A. You must submit a written application. For a grant application or additional information, contact us at 410-313-6400 or send an e-mail to citizen@howardcountymd.gov. Applications are generally available in mid-December for the next fiscal year (July 1-June 30).

Q. When is the application deadline?

A. Completed applications are typically due in late January.

Q. What can grant funds be used for?

A. In general, grant funds can be used for either agency operating costs, direct program costs or a combination of the two. CSP funding cannot be used as capital project grants.

Q. What are the County’s funding priorities?

A. Highest priority is those services that address basic needs, such as food and shelter. The next priority is those services that promote individual and family self-sufficiency. Services that enhance the quality of life, but do not fall in either of the above priority categories, are the lowest priority.

Q. What is the annual amount of CSP funding awarded each year?

A. The available amount of funding varies on a yearly basis and is subject to increase or decrease upon notice by the County Executive. In FY10 approximately 4.8 million dollars in Community Service Partnerships (CSP) funding was awarded to 33 local agencies.
